Disarmament, Demobilization and Reintegration Course
Open to all civilians, military and police interested in international work
Disarmament, Demobilization and Reintegration (DDR) are basic components of peace operations in post-conflict situations. By removing excess weapons in society and reintegrating former combatants into healthy communities, the DDR process opens the door to reconstruction and development.
The United Nations promotes the integrated approach to DDR in its standards, the IDDRS . This is what the Pearson Peacekeeping Centre teaches.
This Course:
Will provide participants with essential understanding and knowledge required to contribute to a national DDR program in an integrated mission.
Will, over the course of the week, produce the outline of a DDR plan in keeping with the UN DDR Standards (IDDRS).
What you will learn:
Day 1
- Place DDR in the conflict cycle
- Understand how DDR dovetails into Security Sector Reform
- Identify prerequisites and components of DDR and place them in time
- Use the UN IDDRS
Day 2
- Prepare a reintegration plan, taking into account :
- The profile of former combatants,
- The profile of groups at risk, and
- The needs of the reintegration communities
Day 3
- Prepare a demobilization plan, covering:
- Choosing between mobile or permanent camps
- Setting up a demobilization camp
- Managing demobilization camps
- Reinsertion programs
Day 4
- Prepare a disarmament plan, including:
- Information gathering
- Weapons inventories
- Destroying weapons and munitions
Throughout:
- Prepare communication and public awareness plans which evolve as participants increase their knowledge of DDR
- Using an interactive synthesis exercise based on Problem-Based Learning, participants will be actively involved in their education
Readings and References:
Prior to attending the course, participants will be asked to complete several readings available through our Documents and References page. A precise list of readings will be provided upon confirmation of registration.
The course will be led by Major Yvan Pichette, a Canadian officer who was twice deployed to the Democratic Republic of Congo (MONUC), where he assisted the National DDR Commission in drafting and executing the national DDR plan. He is currently on secondment to the PPC as a project manager and DDR adviser with the Defence Diplomacy Program.
