- Civilian Police Capacity Development Program (CPCDP)
- Since September of 2007, the PPC has expanded its capacity development activities in Africa to include nine additional countries: Niger, The Gambia, Benin, Morocco, Mauritania, Rwanda, Gabon, Cameroon and South Africa.
This project includes the West Africa Police Project (WAPP) -- one of the PPC's ongoing capacity development programs. Its aim is to help build capacity of African police institutions so they can strengthen their participation in peace operations. For the last three years, the PPC has been working with local civilian police organizations and gendarmerie in six West African countries (Burkina Faso, Nigeria, Ghana, Mali, Senegal, and Sierra Leone) to develop the structures, knowledge, skills and abilities necessary to function within the challenges of a post conflict environment. Through WAPP, the PPC provides training, mentoring and advising, and helps to ensure compliance with human rights standards and improve gender equality within the context of maintaining peace and security in a post-conflict environment. - Pan African Police Capacity Building Program (PAPCBP)

Implementation Period
2007The PPC, with funding from the German Federal Foreign Ministry, continues to expand with a newly-approved police in peace operations capacity building program in Africa.
This new program, the Pan African Police Capacity Building Program, will build upon lessons learned and best practices from the PPC's past and current projects in Africa and extend them into the following sub-regions of the continent: Southern Africa, Eastern Africa and parts of Northern Africa.
"We are delighted to partner with the PPC in the effort to improve the effectiveness of peacekeeping-operations around the world," said a representative from the German Foreign Federal Ministry. "With its longstanding experience in peacekeeping training, the Pearson Peacekeeping Centre is best suited to implement such an ambitious program in Africa."
The Pan African Police Capacity Building Program will see the PPC supporting and training 15 different police/gendarmerie organizations, as well as working with two sub regional security organizations: the Eastern African Standby Brigade and the Southern African Development Community. All activities will be coordinated through and receive from, the respective German embassies, invaluable assistance that will ensure their success. It will also consult with the African Union, the United Nations Department ofPeacekeeping and other relevant partners.
This program aims to strengthen the capacity of the targeted police/gendarmerie organizations to participate more effectively in peace operations as United Nations Police and/or African Union Police. Through the support of member states, the PPC program will also assist the sub-regional security structures in meeting their African Standby Force civilian police requirements.
"I am excited about the opportunity to see the PPC's proven police capacity building program expand its engagement on the continent with a new partner, Germany, who undeniably shares our vision of peace operations especially but not exclusively in the African context," said Peter Miller, Director of the PPC's Africa Program. "This program will undoubtedly assist the 15 targeted African states in furthering their committed response to the ever increasing pressures of current and future United Nations and African Union peace operations."
- Training Centres of Excellence (TCOE)
- The Training Centres of Excellence (TCOE) program is designed to facilitate training of future peacekeepers. Learning activities
are supported in three locations: The Kofi Annan Peacekeeping Training Centre (KAIPTC) in Ghana, the African Centre for Research Studies in Nigeria, and the Ecole de Maintien de la Paix (EMP) in Mali. Since September 2007, a PPC project team working with the TCOE has completed a needs assessment to evaluate each Centre's capacity to manage the facility and deliver courses. PPC will be supporting the delivery of five courses until March 2008. Additionally, PPC is supporting the development and design of centre-based courses that will be used for future training in the Centres.
