- General (ret'd) Maurice Baril, CMM, MSM, CD
- Maurice Baril served in the Canadian Forces for 40 years. During his military career, he held command and staff responsibilities across Canada, Europe, the United States of America, the Middle East and Africa. In the 1990s, he was successively commander of the Army Combat Training Centre, Military Advisor to the Secretary General of the United Nations in New York and Commander of the Army. He was promoted to the rank of General in 1997, and became Canada’s Chief of Defence Staff in 1997. He retired from the Canadian Forces in 2001.
- Robert Derouin
- Mr. Derouin entered the Canadian public service 26 years ago, after completing university studies in international business and gaining accreditation as a Certified Management Accountant. He worked as a financial analyst in several government ministries before joining the Canadian International Development Agency in 1989. While with CIDA, Mr. Derouin became increasingly engaged in civil society programming, including the management of a $125 million fund in support of projects designed and managed by non-governmental organizations and professional associations. In the late 90’s he was posted to Tokyo, participating in a Canada-Japan staff exchange program which brought him to the Japan International Cooperation Agency for 3 years and to the Japanese Ministry of Foreign Affairs for 9 months. In September of this year, Mr. Derouin transferred from CIDA to his current position in the Department of Foreign Affairs and International Trade, taking over as Head of the Stabilization and Reconstruction Task Force (START) Secretariat.
- Louise Fréchette, Hon.D
- Louise Fréchette an appointed Officer of the Order of Canada, has served in numerous capacities with the United Nations and the Department of Foreign Affairs and throughout her career. Formerly the Deputy Minister with the Department of National Defense, Ms. Fréchette has earned two undergraduate degrees and a post-graduate diploma in economic studies. She has received honorary doctorate degrees from the University of Waterloo, Saint Mary´s University in Halifax, Kyung Hee University in Seoul, University of Ottawa, University of Toronto, Laval University, Université de Montréal, Carleton University, Queen´s University and the University of Turin.
- Yves Gauthier, FCA
- Yves Gauthier is Senior Vice-President and Chief Financial Officer of Desjardins Securities in Montreal, where he manages the functions of finance, administration and control. Formerly a partner at KPMG(a firm providing audit, tax, and advisory services), Mr. Gauthier delivered consulting and international audit services primarily in Montreal, Ottawa and Quebec City – but also in other countries, including China, Australia, South Africa and Pakistan.
Mr. Gauthier is accredited by the IDA as a Chief Financial Officer, a Fellow of the Canadian Institute of Chartered Accountants, a member of the Institute of Internal Auditors and a member of International Committee of the Canadian Comprehensive Auditing Foundation. Lastly, Mr. Gauthier has served on the Board of the North-South Institute and the Biosphere and was an advisor to the Board of Katimavik. - David Campbell Halton, B.A., Hon.D
- David Halton is one of Canada's most acclaimed journalists and worked with CBC Television for four decades until his recent retirement. During his career, he covered the government of Charles de Gaulle, traveled to the Middle East to report on the Six-Day War, and to Southeast Asia for the Vietnam War. He interviewed the major political figures of the day: Harold Wilson, Menachem Begin, Anwar Sadat, King Hussein, and Robert Mugabe. In 2005, Halton was presented with one of the most prized Gemini awards, the Gordon Sinclair Award for Broadcast Journalism. He has a B.A. (hons) from the University of Toronto, studied at the Institute of Political Studies in Paris, and has an honorary doctorate degree from Trinity College at the University of Toronto.
- Dr. Fen Osler Hampson, Ph.D.
- Dr. Hampson is the Director of The Norman Paterson School of International Affairs, at Carleton University. He holds a Ph.D. from Harvard University, an MSc (Econ.) degree (with distinction) from the London School of Economics and a B.A. (Hon.) from the University of Toronto. Dr. Hampson is the author of six books, co-author/editor of more than 20 other volumes and more than 70 articles and book chapters on international affairs.
- Ewan (Nick) Hare, B.A, B.SS
- Nick Hare is the chair of the Canadian Hunger Foundation and chair of the Canadian Comprehensive Auditing Foundation’s International Committee. He holds degrees in political science and public administration, and has held various positions at the Canadian International Development Agency (CIDA). Passionate about international issues, Mr. Hare has been the Ambassador to Zaire with concurrent accreditation to Rwanda, Burundi and the Congo, and was appointed the High Commissioner to Nigeria.
- George Haynal
- Prior to his retirement from the Canadian Foreign Service, Haynal was Assistant Deputy Minister for the Americas in the Department of Foreign Affairs and International Trade. Earlier DFAIT assignments include Consul General in New York (1995-1998), Head of the Departmental Policy Staff, Director General of Economic Policy and Deputy Permanent Representative to the OECD and Representative to the International Energy Agency in Paris. Adjunct Professor at the Norman Patterson School of International Affairs at Carleton University, Fellow of the Canadian Defence and Foreign Affairs Institute, and member of the Advisory Board of the Tefler School of Management at the University of Ottawa, Mr. Haynal is also an Alumnus Fellow of the Weatherhead Center for International Affairs, Harvard University, as well as an Associate Member and past President of the Professional Association of Foreign Service Officers.
- Major General (ret’d) Lewis MacKenzie, CM, O.Ont., MSC, CD
- During his 36-year military career, General MacKenzie served nine years in Germany with NATO and on peacekeeping tours in the Gaza Strip, Cyprus, Vietnam, Cairo, Central America and Sarajevo. He is the only Canadian to be awarded a second Meritorious Service Cross. He authored the 1993 bestseller Peacekeeper, Road to Sarajevo.General MacKenzie is a frequent media commentator and contributor, and lectures on leadership. He holds several Canadian honorary doctorates and serves on the Board of Advisors of the Canadian Federation of AIDS Research. In 2006, he was invested with the Order of Canada for his humanitarian work in Africa.
- Suzanne Monaghan, B.A., (hons)
- Suzanne Monaghan has over 30 years of diverse and progressive experience in the federal public service. Some of her posts have included: Chief Learning Officer for the Royal Canadian Mounted Police, Director General of Training & Learning at the Canada Customs and Revenue Agency and Deputy Registrar of Canadian Citizenship. Throughout her career, she has worked in partnership with other levels of government, with NGOs and with the private sector.
- Dr. Denis Stairs, Ph.D
- Dr. Stairs is Professor Emeritus at Dalhousie University and an expert on Canadian foreign and defence policy and Canadian/American relations. He is also a McCulloch Professor in Political Science, a Fellow of the Royal Society of Canada and a past-President of the Canadian Political Science Association. The founding Director of the Centre for Foreign Policy Studies, Dr. Stairs was Dalhousie's Vice President (Academic and Research) from 1988 to 1993. He chairs the Board of Visitors of the Canadian Forces College, and is a Fellow of the Canadian Defence and Foreign Affairs Institute, and a member of its Advisory Council.
